APC and JFA appeal for media restrain

Guwahati, Jan 30: Arunachal Press Club (APC) and Journalists' Forum Assam (JFA) have appealed to the media to exercise restrain while covering the border conflicts between the two neighbouring States in northeast India.

The appeal was issued jointly today after the incident of firing by armed miscreants at Bihali reserve forest in Assam's Sonitpur district yesterday killing ten people and injuring eight others which has received wider media coverage in most of the regional media outlets including the Guwahati based satellite news channels.

The tension have also mounted along the Assam-Arunachal Pradesh border areas after the incident of firing yesterday that forced the some organizations of the district to block all the Itanagar bound vehicles on National Highway 52 today to demonstrate their anger.

The incident took place in Bihali reserve forest where suspected miscreants fired upon the settlers. The victims reportedly belonged to a local vigilant committee, set up by Communist Party of India (Marxist-Leninist). The media fraternity of Arunachal under the banner of  APC, came out with a statement that the said conflict zone under the Taraso circle of Arunachal is 'quite a sensitive and geo-political subject', and hence the mainstream media should not to go for conclusion immediately from which side the violence was initiated.

"With firm conscience, we must pledge and inform the people of Assam that the conflict is not at all a fight between Assam and Arunachal. Beyond the debate for both the brotherly States for now, peace is more important than all justice," said the statement signed by APC president Chopa Cheda.

Admitting that the Taraso conflict is emerged due to prolonged negligence shown by both Assam and Arunachal Pradesh to resolve the border dispute, the media persons' organisation added, "The peace-loving people of Arunachal do understand that the conflict has hurt the brotherly relationship between the two States beyond repair. But, with firm conscience, we must pledge and inform the people of Assam that the conflict is not at all a fight between Assam and Arunachal."

Staff Reporter

Addressing mediapersons during a press conference at Arunachal Press Club here today Rebia, while expressing his heartfelt condolences to the bereaved families, said, “Violence is violence and it is condemnable in all sense.”

“If anyone found guilty, law should take its own course,” he said informing that the concern DC and SP have been deputed to know the ground reality of the incident.

He suggested for constitution of a neutral party to investigate into the cause of the incident.

“Neither from Arunachal government nor from Assam, a neutral party should be constituted to investigate into the incident,” he said.

“Miscreants could either be from this side or that side,” he stated.

The MLA expressed disappointment that many Assam based electronic media houses have been presenting fabricated and one sided media reports about the incident and appealed them to get authentic details before carrying any story.

He said, “Many electronic Media have been showing fabricated and one sided story of the incident which is wrong. It may infuriate the situation. Authenticity of the details should be verified before carrying the story.”

Meanwhile, inter-state transportation services and oil tankers have been affected with people protesting in the affected area. At Borgang near Biswanath Chariali, local residents in large number blocked the roads disrupting the supply of essential commodities from early in the morning. Trucks carrying commodities to Itanagar town are remaining stranded on the road under the impact of the blockade.

Student bodies, other orgs appeal for calm

On the other hand, a joint team of All Arunachal Pradesh Students’ Union (AAPSU), North East Students’ Organization (NESO), All Nyishi Students’ Union (ANSU), All Papum Pare District Students’ Union (APPDSU) and All Kurung Kumey District Students’ Union (AKKDSU) today visited the affected area to study the ground realities over there.

The team led by AAPSU president Kamta Lapung appealed to the people of both states not to panic but to maintain peace and tranquility, besides requesting them to maintain status-quo as directed by the Supreme Court of India in the year 2004.

The organizations held the Congress-led governments at both Centre and in two states responsible for the unfortunate incident as well as for not finding any solution to the protracted boundary dispute over the years.

Condemning the state government for not sending sufficient security forces to maintain law and order situation in the border area whereas the prevailing situation is hypersensitive in both sides of the border, AAPSU demanded immediate deployment of adequate para-military forces, atleast 100 personnel, within 24 hours to provide safety and security to the people living in the boundary areas.

The apex students’ body also appealed to Assam brethrens not to take any extreme steps like imposing economic blockade or calling bandh.

Under the banner of NESO, AAPSU and All Assam Students’ Union (AASU) will be conducting an emergency meeting to bring normalcy in both the states. Lastly, the apex students’ organization strongly urged the State government to streamline its Border Affairs Department at the earliest. The AAPSU while furnishing the aforesaid demands threatened to resort to democratic agitation provided the state government fails to fulfill their charter of demands.

The All Arunachal Contractor’s Welfare Association (AACWA) urged the State Govt to open Doimukh-Potin road temporarily for vehicular movements to avoid vehicle movement via Assam routes in the present tense situation. The construction  agency should execute works without affecting the normal vehicles movements even in the time of working time, it said.

The association further appealed to the state Govt to pursue Union home minister for  deployment of  adequate force till normalcy returns.  Both Assam, Arunachal and Central Govts run by the same party should try to solve the problem amicably, the Association said and also appealed news channel of Assam not to broadcast one-sided news and urged NGOs  to handle the situation in right direction for peaceful co-existence.

The People’s Party of Arunachal (PPA) while terming the group clashes near Sango Village under Tarasso Circle leading to loss of precious lives and properties, appealed for peace and harmony between the people of both the States.

Terming the incidence as unfortunate, and the “outcome of lackadaisical attitude on the part of both the Congress-run Govt at Itanagar and Dispur, in solving the long pending boundary dispute,” the Party appealed the public of both the states to maintain calm and not to be misled by rumour mongers and other anti-social elements. PPA president Nikh Kamin also urged the Union Home Minister to intervene and deploy all necessary security personnel for bringing normalcy in the area. The Party also strongly urged the authorities of both the states to constitute a high level joint enquiry committee to find the actual facts on the ground and recommend necessary short term as well as long term measures to solve the problems once and for all.

K Ringu, Chairman State Peoples Working Council also appealed the people of Assam including the Kisan leader Akhil Gogoi to maintain maximum restrain and not to impose any kind of economic blockade, as such actions would cause loss to both the states.

Meanwhile, Arunchal Citizens Right (ACR)  is deeply saddened by the reported incident at Tarasso along the Arunachal-Assam boundary in Papum Pare district on 29 January. While condemning the killing of civilians, the ACR appealed fervently  for peace and calm and called upon the people of both Assam and Arunachal Pradesh not to get swayed away by the incident and create a situation, which may hamper the brotherly relations amongst the people prevailing since time immemorial. The ACR also appealed the authorities to get into the crux of the matter and those found guilty be punished as per law.

“The problem of Arunachal-Assam boundary is long overdue. We urge both the state governments of Arunachal and Assam and the Central Government that this incident should be an eye-opener to resolve the issue amicably at the earliest.” ACR believes there is a twist to the whole incident and involvement of CPI (M-L) Bibek Das and his men in inciting the violence cannot be ruled out and therefore needs to be probed into. Hence ACR demands the government to call in the CBI or any other reputed national agency to investigate the root cause of the incident of January 29 so that the role of all stakeholders are unearthed and the guilty punished as per the quantum of their crime.

Association blames Assam administration

Squarely blaming the Assam’s administration for alleged violation of the Supreme Court directives to maintain status quo along the boundary areas till the vexed issue resolved, which led clashes at Tarasso, All Arunachal Pradesh Border Peace Association appealed to Assam’s administrator to stop harassing people from Arunachal. It also requested the administration to deploy sufficient forces to instill sense of security among the Arunachal people living along the boundary.

While appealing for amicable solution to Assam-Arunachal boundary dispute for maintaining age-old relation, Abotani Descendant Welfare Society today called for all-party meeting to find out lasting solution to the problem.

Tarasso incident: role of a CPI-ML leader under scanner

Taba Ajum

ITANAGAR, Jan 30: The role of one Vivek Das believed to be CPI (ML) leader of Borgang under Sonitpur district is under scanner for boundary clash at Tarasso, which resulted in death of 10 persons.  According to the report Das allegedly invited people hailing from other parts of Assam to come to Bihali, situated nearby Tarasso with promise of providing them land in return. His activity came to light for the first time in May 2013 when he led provocative bike rally inside Arunachal territory at Tarasso.

Since then supporters of Das had encroached upon Arunachal’s land and had put up camps in various area of Tarasso circle. Majority of his supporters are heavily armed with weapon. The area where clashes broke out yesterday resulting in the death of 10 persons is reportedly one of the several camps set up by armed CPI (ML) member. As per the report published in popular news service British Broadcasting Corporation (BBC), some Assam officials are quoted of stating that victim of yesterday’s firing incident themselves were encroachers who were evicted twice by the forest department.

The report totally negates the smear campaign launched by Assam based media organizations, who, were reporting one sided story and fueling anti-Arunachal sentiments. As result of it, panicky situation is developing in both the states, which poses serious threat to Assam-Arunachal relation. It is quite astonishing how government of Assam and Arunachal did not take notice of growing activities of CPI (ML) leader Vivek Das. His action has been threatening peace along Tarasso area for quite long time.

If government of two states had taken corrective measure long time ago, this incident could have easily been avoided.

There are unconfirmed reports of road blockade being imposed at Borgang area under Sonitpur district. It led to mad rush among capital citizens, with petrol pump and grocery shop witnessing long queue of citizen piling stocks in fear of economic blockade. The situation exposes the helplessness of Arunachal.

The SSA teachers which constitute an important part of education system of state have not been paid salary for the last 4 months. Every day teachers are writing to various media organizations complaining about it. On the other hand battered by alleged indifference attitude and step-motherly treatment towards them by the state government, All Arunachal Pradesh Kasturba Gandhi Balika Vidyalaya Teachers’ Association (AAPKGBVTA) recently threatened to launch indefinite pen-down strike demanding regularization of jobs and enhancement of the monthly salary.

However giving major relief to both SSA and KGVB teacher’s state government yesterday released State matching share of Rs. 29 Cr. for Sarva Shiksha Abhiyan Programmes for Arunachal Pradesh. This will facilitate the Ministry of Human Resource Development, Government of India to release the remaining share of Rs. 175 Crore meant for salary of SSA and KGBV teachers and other SSA progammes. This is welcome news and sure will bring joy among hard working teachers. The state government should find out a mechanism so that salaries paid monthly on right time.
